If it has "national security" in the title, it must be good, right?
The Department of Defense's National Security Personnel System (NSPS) has received very little attention in the press, although it was to be implemented this year. The proposed system will replace the federal government's merit principle with cronyism well beyond that which already exists.
Federal unions are concerned because the NSPS has been pushed through very quickly, without collective input, nor details provided so that union lawyers might effectively fight the proposal in court. The NSPS would not only pay based on one's subjective view of performance, but undermine workers' due process and bargaining rights.
Members of the DoD Labor Coalition and other federal unions filed lawsuits in November to block the implementation of the NSPS, delaying its start-date to Feb. 1, 2006, to give a Federal Judge time to hear and rule on the suits brought by labor unions representing DoD civilian employees.
