It's Tuesday, July 26, and Day 164 since Justice Antonin Scalia died and Mitch McConnell decided the Supreme Court blockade would be imposed: No meetings, no hearings, no votes on his replacement. It's also Day 127 since President Obama named Merrick Garland to be Scalia's replacement. What's the Senate doing today instead of considering the Supreme Court nominee? They’re on recess.

• DC Mayor signs 50 percent renewable energy standard:
D.C. Mayor Muriel Bowser (D) has signed legislation to push the nation's capital towards 50% renewable energy within the next 15 years, a goal she says will increase residents' access to clean energy while also creating jobs and new businesses. The goal includes promises to serve 100,000 low-income residents with solar energy by 2032 and reduce their power bills by 50%. To meet anticipated demand for solar energy, the city has partnered on a jobs program to provide District young adults with paid training in solar panel installation, energy efficiency, and basic safety and construction skills.
• The largest ever 3D map of the universe strengthens astronomers’ belief that three quarters of the cosmos is made of an unknown substance: ‘dark energy’.

• Police Incitement Against Black Lives Matter Is Putting Protesters in Danger:
From the floor of the Republican National Convention to the online pages of the Blue Lives Matter Facebook community, it is now commonplace for public officials, police and first responders to openly declare war on Black Lives Matter—the civil rights movement of our times.
In some cases, this climate has given way to overt intimidation, with the captain of the Columbia, South Carolina fire department fired earlier this month for threatening to run over Black Lives Matter protesters, followed by the termination of three other first responders for related offenses. According to the count of Sarah Kaplan,reporting for The Washington Post, those South Carolina officials “are among at least a dozen public employees who have lashed out against protesters on social media and been punished for it.” Yet, far more appear to have faced no consequences at all.
• Last charge dropped against duo who edited video interviews to attack Planned Parenthood: A Texas judge has dismissed the last remaining charge against the two people who made undercover videos of themselves trying to buy fetal tissue. The videos, according to a forensics report, were heavily edited to give a false impression. Several investigations have shown that Planned Parenthood officials did not do what the videomakers claimed. The judge dismissed felony charge of tampering with government records against 27-year-old David Daleiden and 63-year-old Sandra Merritt on the request of the Harris County prosecutor's office.
