Basically, it seems an article where they are trying to claim that Iraq really was trying to buy nuclear materials from African nations, although the article is unclear nonsense so I could be wrong. The sentence I quoted takes the cake though, and reminds me of in the Fellowship of the Ring where Bilbo says, "I don't know half of you half as well as I should like, and I like less than half of you half as well as you deserve!"
