OK, I'm just looking for ideas here, 'cause I don't know what I got. This is from an Arab American I've known for about six years.
An engineering student, American citizen of Arab origin, has been serially assaulted, and twice abducted, by several unidentified men posing as officials of an unnamed security agency.
No warrant, no ID, no nothing.
But wait, it gets weirder.
The first time they just beat on his door, demanded to search his place, produced no credentials, and eventually hauled him to a car where they interrogated him for two hours.
Released, he found his passport was gone.
Days later, the passport reappeared, someone having broken into his house to replace it.
Days after that, the men again descended on him en masse, silently breaking into his house. Cuffed, hooded, he was driven to who knows where and interrogated for about five hours. Techniques included beatings and mock execution.
The local police won't act, because nothing's been stolen (except his passport, which mysteriously reappeared days later). The FBI claims they know nothing, and suggested the guy's just hallucinating.
Now, I personally think we're dealing with a bunch of amateurs, here. None of this washes, legally, to my limited knowledge, and they don't seem to know what they're doing, beyond picking locks and sneaking around. The escalating incidents suggest to me that these are dumb, young men who are getting bolder and someone's going to wind up getting shot.
Hell, there are fake cops out there assaulting people every day. Why not fake counter-terrorism? The guy they're picking on is apolitical and very quiet, exactly the kind that bullies always go after. He's a soft target and they're getting more vicious.
OK, what I need from you is:
- legitimate procedure; is there an agency that is allowed to do this?
- recourse: to whom should this man apply, since ordinary "law enforcement" types aren't going to get the job done?
- retaliation: what's the best way to bring attention/pressure to bear?
