Is this usual?
A poster below pointed out that the number of resignations during the first four years was low -Although consider: Karen Huges, advisor; EPA chief Whittman; Press Sec. Ari Fleischer; & Paul O'Neil (Treasury); and CIA chief Tenet. That seems like a lot to me.
Also let's not forget the Deputy CIA chief, the head of Enforcement at EPA and a whole ton of Foreign Service folks at the State Dept.
