C. Boyden Gray, George H.W. Bush's White House counsel and a very smart lawyer, has
advised the Republicans in the Senate to get rid of the filibuster rule (which allows the Democrats to still block legislation if they have at least 41 votes).
My question is, how do the Republicans do that? Can they eliminate the filibuster requirement with a simple majority vote of the Senate Rules Committee, followed by a majority vote of the Senate itself? If so, we may be completely screwed.
Or can you filibuster the attempt to change the filibuster rule?
Are there any parliamentarians out there who know the answer?
