Canadian Alliance MP Peter Goldring has introduced a motion asking the government to look into the annexation of the Turks and Caicos, a Caribbean island group. The proposal has a multi-party history, in 1974 NPD MP Max Saltsman submitted a private member in favor of annexation. Turks and Caicos inhabitants are said to be receptive to becomming the 11th province: In 1988, members of the Turks and Caicos government resolved to approach the Canadian government about annexation. That time the proposal was buried by the debate over the North American Free Trade Agreement.

There is some speculation that the issue may have legs this time around because there is pressure for Canada to take over peacekeeping duties in Haiti. The White House is disinclined to give the troubled country attention. France is opposed to US intervention in the francophone country and Canada is both a willing party and acceptable to all players. The Turks and Caicos islands lie just north of Haiti.
