Hoping no one would notice (or care) the Bush Administration quietly ceased publication of the "Citizen's Guide to the Federal Budget". The Guide should be available on the Whitehouse website under the OMB but it's not. Checking the GPO website reveals that the last guide available to the public was for Fiscal Year 2002.

The Citizen's Guide was an easy-to-read booklet explaining in layman's terms with pictures how the budget worked and how money was being spent. It provided explanations for terms like "on-budget", "off-budget", "unified budget" and went into detail about the Social Security surplus and how it masked the size of the deficit.
One has to ask with a healthy dose of suspicion, why the Bush Administration stopped publishing the Citizen's Guide to the Federal Budget?? Could it be that they did not "want" citizens to understand the federal budget process. Afraid that the public would see behind the smoke and mirrors and sleight of hand that is characteristic of this Administration. After all this is a bunch that depends upon the ignorance of their constituents in order to pass their corporate friendly legislation. They can't afford to have an informed citizenry who might realize that their pockets are being picked. So they quietly remove information and turn up the volume on the Rush Limbaugh show.
