Freaking John Bolton who tried to convince the world that Castro was developing WMD's is apparently Bush's choice to replace Negroponte. It's hard to tell if this is an improvement, worse, or just more of the same.

Three years ago Bolton made the dubious claim that Castro was in the process of developing chem and bio weapons and that he wasplanning to share the technology with (other of) our enemies.

"In his Monday address to the Heritage Foundation, a conservative research group in Washington, Bolton said the Bush administration believes Cuba is trying to develop biological weapons and transferring its technical expertise to countries hostile to the United States.
The accusation marked the first time the U.S. raised the possibility of involvement by Cuba, the only outright U.S. foe in the Western Hemisphere, in attempts to develop weapons of mass destruction.
It seemed aimed at adding to the Bush administration's rationale for keeping Cuba on a list of countries accused of engaging in international terrorism."

I find this quote from the this site to be particularly ironic:

At a 1994 panel discussion sponsored by the World Federalist Association Bolton claimed "there's no such thing as the United Nations," and stated ''if the UN secretary building in New York lost 10 stories, it wouldn't make a bit of difference.''
