Personally, regardless of whether Rove is actually guilty or is convicted of blowing Plame's cover, I think what we know of Rove's actions thus far warrant further investigation in the War on Terror. And you know what happens to suspects (& even "persons of interest") in the War on Terror, don't you?
By outing one of our NOCs (involved in WMDs, no less) & doing so to undermine one of the few sane people trying to prevent our misguided invasion of Iraq, Rove committed a verifiable act of treason (whether it constitutes the crime of treason I leave to the experts, but it certainly seems that he qualifies as a criminal suspect). Most of the public & experts agree that our invasion of Iraq made us less safe from terrorism. In order to ensure that our country's future actions are not based upon similarly faulty (& politically driven) motives, I think it is imperative that we know everything about Rove's leak, as well as any other actions he took to aid the cause of the invasion. Therefore, in the interest of national security, I think the answer is clear: Rove needs to undergo intensive interrogation until we are positive that we have the complete story behind the leak, the invasion, and any other related topic.
Ideally, since this is related to the War on Terror, there are two ways this can be done. Either (1) he goes to Gitmo w/the rest of those suspected to have aided the cause of terrorism or (2) he gets outsourced to a foreign gov't (I propose Uzbekistan) where they can have at him unfettered by any constitutional rights or activist judges.
