Is it me, or is tomorrow's lead editorial in the New York Times missing something? (

They go to great lengths to tell us about all the horrible things happening in New Orleans, with most of the emphasis being on the lack a National Guard presence, but this is as close as they get to laying the blame:
Disaster planners were well aware that New Orleans could be flooded by the combined effects of a hurricane and broken levees, yet somehow the government was unable to immediately rise to the occasion.
No mention of George Bush. Go figure.
