Dems need to get the message straight.
Bush's idea: spend $500 billion, most of which will go to Haliburton et al's bottom line.
The right idea: something like $30,000 per capita lump sum to residents of affected areas. 30,000 * 1 million (? residents) = $30 billion. So provide very generous aid at less than 10% of the GOP proposed cost.
My experience in real estate is that it is usually cheaper to build new than try to rebuild old.
Preserve the French Quarter, clean and flatten the rest of the City. If the private sector wants to rebuild, fine.
