It's Rovian semantics. They get to say it's not a draft draft, that it's
just a draft for people with certain special skills. And people will buy that. But in fact it is The Draft. Because they have said that EVERYONE between the ages of 18-44 will have to "self-declare" ("under penalty of a $250,000 fine and imprisonment") their name, address and skills.
And the moment you "self-declare", you have registered for the general draft. Rovian logic dictates that whatever they call a thing it is exact opposite of what says. They in fact, don't care about special skills at all. All they care about are warm bodies.
When The Special Skills Draft gets going, people will get induction letters telling them they have special skills that the military needs.
Yes, people with medical skills will get drafted. Yes, so will people with previous military service. But there will be a lot people who will get drafted with no particular special skill that you could logically say the military needs, other than the ability to carry and shoot a rifle.
