Is there anyone out there who believes that New Orleans will be rebuilt in anything approaching its original state? If you do, I have some swamp land in Florida you might be interested in.
It's likely that the vast majority of buildings in the hard-hit parishes will be condemned en masse, and the likelihood of similarly-designed replacements being constructed afterwards is miniscule. I would be surprised if half of the evacuated residents of those parts of New Orleans actually return to the city.
In their absence, the rebuilding by landowners will probably be significantly different from what previously existed. Look for an emphasis on tourism and transient residency to take hold of the reconstruction designs. Disney design, with faux wrought iron will resonate with faint echoes the beauty that existed before.
Within the next two years, be prepared for Disney New Orleans, that "funky, Dixie-style vacation spot on the Gulf Coast". Very little of authentic New Orleans will remain.
Outside the city, the massive oil industry complex will be given free reign to expand. All that pesky housing will be bulldozed to make way for new refineries and support structures.
Some areas will remain residential, but in the form of extensive apartment complexes designed to house the newly-expanded service industry workers. Single-family homes will be rare, sandwiched in between these behemoths. Neighborhoods will be gone, replaced with faceless, featureless housing built by the lowest bidders.
If you've visited New Orleans in the past, I suggest you hang on tightly to your memories and your photographs. You'll not see their like again.
