The memo sent to Blair and other senior cabinet ministers, basically tells what we know to be true, that Iraq is closer to civil war than to developing a stable democratic government.
I think this is another case, like the Downing Street memos, where the truth is exposed, but more importantly it shows that Blair knows the truth but still continues to swear his panglossian arse off.
