NYS Senate Candidate Nancy Low-Hogan, in an e-mail to voters, echoed a recent Brennen Center for Social Justice study that said that the NYS Senate is the nation's most dysfunctional legislature.
The candidate didn't stop there, she went on to call the Republicans in the State Senate "a secret cabal" and her opponent, Republican Thomas P. Morahan a "cog in [Majority Leader Frank] Bruno's machine.

Dear Friends,
My name is Nancy Low-Hogan. I am the Democratic State Senate candidate
for our district. I am fighting to take back the Senate from an
entrenched cabal who'd rather broker backroom deals than debate bills
and create laws to better our state. The State Senate's secretive
dealings earned it the infamy of being "the nation's most
dysfunctional" legislative body, according to the Brennan Center for
Justice.
But my opponent, Republican Senator Thomas P. Morahan, says that the
Senate runs just fine the way it is. He supports Senate Majority Leader
Joe Bruno's "Three Men in a Room" way of getting things done. Morahan
says that some two hundred legislators having an equal voice in the
legislative process would create chaos. I call this democracy.
The process in Albany is rotten to the core. We desperately need
change. We need a government that's open to the people. I will work
with Eliot Spitzer to create a better New York. That is why I am
endorsed by Mr. Spitzer, Attorney General candidate Andrew Cuomo, and
Senator Chuck Schumer, among others.
In addition to legislative reform, I also support:
* Real Property Tax Reform. School funding needs to be
removed from the property-taxes of strapped homeowners.
* State Budget Reform. We need balanced budgets submitted
on time. The State Senate, in the hands of the Republicans, has been
unable to do this.
* Universal Pre-Kindergarten. Let's give all of our
children a head start in education.
* Child care tax credits. We need to help working
families with their childcare burden.
* Healthy Teens Act. Our teenagers need to be educated to
make wise life choices.
* A Healthy Environment. Rockland County has poor air
quality and our regional waterways face many hurdles on their way to
becoming clean again.
But if Senator Morahan is reelected, New York's legislative process
will continue to stall. Because with Morahan you get more of the same.
Remember, Senator Morahan is an important cog in the Bruno machine who
has a massive campaign fund courtesy of corporate special interests. I
don't have hundreds of thousands of dollars to spend on television
commercials and large newspaper ads. My campaign is people powered. I
urge you to look at my positions on issues. I believe you will see that
I am the better choice to lead our District into a new era.
