The provisions of this section and of all state and local laws, regulations, rules, charters, ordinances, and other governmental actions shall be construed in favor of the conduct of stem cell research and the provision of stem cell therapies and cures. No state or local law, regulation, rule, charter, ordinance, or other governmental action shall (i) prevent, restrict, obstruct, or discourage any stem cell research or stem cell therapies and cures that are permitted by this section to be conducted or provided, or (ii) create disincentives for any person to engage in or otherwise associate with such research or therapies and cures.

I'm all for stem cells and cures of the debilitating diseases that they would help. However, the above provision seems bizarre, and is getting quite a lot of hype on the local talk shows around here.
To any of the lawyers out there, is this basically saying that once this passes, it's carte blanche for big business to move in and do whatever they want and the gov't or the citizens can't EVER stop it if it gets out of control? What might happen that would make that "EVER" want to happen, I don't know, but i thought the point of amendments was to give citizens more rights, not less.

Is this restricting the rights of the citizens? I can't defer all this legal mumbo jumbo to the fullest extent, but if anyone could break down part 7 of amentment 2, that would be very helpful in deciding if allowing big business to camp out in MO for the next few years is really worth it.
I'm for stem cells, but it's appearing that at the end of thie day this is more for the big medical companies being able to come in state and do as they please? if i'm wrong please tell me so (i hope i am)
