This wouldn't be the same George W. Bush who used to be the governor of Texas, who ran for the presidency in 2000 and said this, would it?

The United States, he said, should be ready to carry out deep, unilateral cuts in its stockpile of warheads, getting rid of 'unneeded weapons' that belong to a bygone Cold War era.
