Watching Gonzales testify, the Senators are asking him why the program does not authorize spying on domestic calls, Gonzales keeps saying that this is not authorized by the program. It is very strange that the administration would put this constraint on themselves, when they are willing to circumvent FISA when one end of the call is international. One way in which Gonzales could testify that there is no warantless domestic spying without perjuring himself, would be to say that there is no warantless domestic spying under THIS program; this could be literally true (although very misleading) if the domestic spying program is considered a SEPARATE program. In general, it seems that Gonzales is carefully crafting his words, so that domestic spying is LITERALLY consistent with what he is saying. Has anyone asked Gonzales whether there are any other secret spying programs? If not, someone should.
