President Caligula is making the case that he has every right to break the law, because he's the President. These Caesar-like powers are fundamental in error of United States tradition and law. What makes it worse, is the Bush administration knows this is true, but is making the argument, not because he's trying to escape the law, but as another power grab for imperial supremacy.
In his arrogance of the current one-party system in Washington's culture of corruption, Bush believes even the goose-stepping Congress fundamentally irrelevant. While the observation is fundamentally true, the law still says otherwise.
We are a nation of laws, not men, regardless of the self-appointed Caesar may believe.
