CNN is reporting that Bush gave "new details" about a thwarted terrorist attack on the west coast in 2002. There were ten planned attacks, which were described as being "September 11-like" and one planned attack even involved crashing more planes into the US Bank Tower in L.A. Another thwarted attack mentioned was Jose Padilla's plan to set off a "dirty bomb."

First, a seciton from the story that set off an alarm for me:
The White House initially would not give details of the plots but later released a fact sheet with a brief, and vague, description of each.
Sounds familiar doesn't it? Sounds like the usual manner in which this administration provides us with "facts" and "details." On par with the "Plan for Victory" I imagine.
So, why do you think they're telling us this now? My guess is that the timing is just right for it all to sink in around the time the wiretapping investigations conclude so that paranoid America will collectively wrap their little arms around papa Bush's pantlegs and cry, "Protect us, DADDY!"
Is he bluffing? Hard to say, really. But, if I were a betting man I wouldn't like my odds enough to bet that he isn't. At the very least, I'm certain the announcement was only made as part of the effort to obviate any impeachment efforts. A new twist on raising the terror alert, if you will.
