He voted for the Iraq war, then criticized it and refused funding to support it. Then, when Hussein was captured, he criticized critics of the war.

Speaking in Iowa, John Kerry outlined a plan for winning the peace in Post-Saddam Iraq, trying the former Iraqi leader, and building a lasting coalition to support our operations.
Capturing Saddam Represents an Opportunity for the U.S. Kerry believes that we have recently seen two major diversions from the historical path of American leadership. On one side is President Bush - who has taken America off onto the road of unilateralism. On the other side are those in the Democratic Party who threaten to take us on a trail of confusion and retreat.
Kerry believes that we don't need a President who will walk away from the world or a President who will walk alone. He believes that we need a President who will lead the nations of the world into a new era of security, freedom, and peace. Kerry believes that capturing Saddam Hussein provides a new opportunity for the United States to build a broader coalition and win the peace in Iraq. Today he unveiled his plan to rally the world's free and democratic countries into that coalition.
This is a masterpiece of dishonesty. The writing does not mention John Kerry's war vote - in fact, it is difficult to learn that Kerry did in fact vote to support the war. Furthermore, the writing fails to address any of the profound issues surrounding the Bush administration's pathological dishonesty and malevolence in starting the war. All the Iraq issues are left by the wayside by John Kerry.
Reading further, it becomes clear that Kerry wants to "finish the job right" in Iraq. However, Kerry fails to address the fact that he voted against funding the job which "must be done right". He neither addresses the fact that he did not fund a job that he wants done right, and instead criticizes elsewhere President Bush for not funding the "No Child Left Behind Act". But Kerry is guilty of the same failure. Furthermore, Kerry divorces himself from the most outspoken members of his base in this writing on his web site - apparently our criticisms and issues are immaterial to John Kerry. He just wants us to vote for him because he has a "D" next to his name. So in the end, Kerry's position does not address his own past on the Iraq issue, does not address his base's point of view on the Iraq issue, and instead simply erases the past and pretends that this past will not impact the future. He thinks that there is a "blank slate" in Iraq, apparently, taking his writing at face value.
This is the profound dishonesty of John Kerry we see in a nutshell on his web site. He does not address his own past, he does not address the past of the Iraq issue, he calls for "completing a job" that he voted to have done but refused to vote to fund, and fails in the process to address the most crucial and controversial issues surrounding the Iraq war.
In other words, in so few words, John Kerry is a weasel.
