Cleveland.com is reporting that Bob Ney has officially filed the paperwork to withdraw from the race. This will trigger the state rules calling for a special primary in mid september. The Tuscarawas Board of Elections will make that determination by tomorrow morning.

The likely additional candidates would be
State Sen. Jay Hottinger who introduced the DOMA legislation in Ohio.
and
James Broadbelt Harris
