Judicial Watch has released documents obtained through the Freedom of Information Act that covers a September 2006 meeting in Banff, Canada of the North American Forum.
Several high level officials from the U.S., Mexico and Canada were in attendence including then Secretary of Defense Donald Rumsfeld, NORTHCOM Commander Admiral Timothy Keating, NORTHCOM Political Advisor Deborah Bolton, former Secretary of State George Shultz, former Central Intelligence Agency Director R. James Woolsey and former Immigration and Naturalization Services Director Doris Meissner.
Minutes from the meeting discuss the need for "evolution by stealth":
"To what degree does a concept of North America help/hinder solving problems between the three countries?...While a vision is appealing, working on the infrastructure might yield more benefit and bring more people on board (‘evolution by stealth’)."

The North American Forum presentations discussed immigration and border enforcement; full economic and energy integration including infrastructure and transportation; a North American investment fund; and common customs and duties. The idea of a carbon tax was raised as a means to combat so-called global warming. References to the Security and Prosperity Partnership (SPP) occur throughout the documents.
The Security and Prosperity Partnership(SPP)has garnered some recent attention with coverage from news figures such as Lou Dobbs, however many Americans are still unaware of it's existence. The trilateral agreement between Canada, The U.S. and Mexico was instituted in March of 2005 and outlines cooperation of infrastructure, trade and security. One of the most visible initiatives of this partnership has been the Trans Texas Corridor and it's role in the much larger NAFTA superhighway.
The secrecy from day one surrounding the planning of this partnership should concern us all, but to read on record that they believe the best way to move forward is with "Stealth", Well this should be downright alarming. We need full disclosure and discussion of these plans in an open forum, not behind closed doors.
As for a carbon emmission tax being discussed to combat "global warming", could this somehow be related to all the news coverage and headlines lately that we are seeing? Sorry, but I no longer trust the intentions of our mainstream media. And can we please have some discussion of how a tax will benefit our environment when this U.S. Administration snubs the Kyoto protocol?
