How do we know the 'surge' is working? Apparently, only because the US and Iraqi governments say so. Otherwise, why else would the Maliki Government stop the United Nations from receiving civilian death data that it has published in ten previous quarterly reports?
The US government supported the move. A Human Rights Watch researcher said stopping up the free flow of this data was an awfully convenient change as the White House builds the case that its troop escalation is succeeding. "Taking a page out of the US book," she said.
