The world responded joyously to Obama's victory but please remember the context and its implications for his ongoing relations with the world.
Congratulations America but please understand that the strong reaction around the world is not just for the election of an African American. There is undoubtedly a very strong component of that but just as strong or even more important was the repudiation of Bush.
The world has looked on America with increasing dismay for 7 years but has managed to separate its anti-Bush sentiments from its anti-American sentiment. That separation was strained enormously by Kerry's defeat. If McCain had been elected that balance may have shifted irrevocably. If America had opted for Bush Lite it is hard to imagine a more effective way of driving an almost permanent wedge between the States and the rest of us.
Electing an African American was a superb bonus in the result but it was not the first, let alone the only, test "we" had for whether the election made us reconsider America. Rejecting Bush was. So like September 12th 2001 the world is suddenly falling in love with America again but like that event it will be a short romance if America assumes the love is unconditional.
Having added my caution I am deeply impressed by the vote and the spirit it evoked and say a very hearty congratulations and welcome back America.
