Short Diary, I know.
There are two things in the constitution that have been abused that need to be corrected by constitutional amendment: Pardon power and recess appointment. I think most of the other abuses of power would not be benefited by an amendment. The one exception might be quashing the unitary executive theory, but I have no idea how you would go about drafting an amendment that destroys that idea.
My first attempt at drafting legislation is below the fold:
Resolved by the Senate and House of Representatives of The United States of America in Congress Assembled(two-thirds of each House concurring therein), that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as a part of the Constitution when ratified by the legislatures of three-fourths of the several States within ten years after the date of its submission for ratification:
No presidential appointment to a vacancy during the recess of the Senate shall be valid for longer than ninety days, unless it has been approved by the Senate.
To be valid, any pardon or commutation of the sentence of a member or former member of the executive branch of the United States of America for a crime committed while in office must be approved by two-thirds of the Senators Duly chosen and sworn before it shall become effective.
