I really can't believe this:

I don't expect 911 operators to have "second sight". I understand how difficult the job is, and how it's made harder by crank calls and non-emergencies, but what if the young woman WASN'T being attacked but suffering from a Stroke, Heart Attack or another ailment preventing speech? This, to me is far more than a "suspensionable offense". At the least, it's gross incompetence.

The chief of staff for Dane County Executive Kathleen Falk said Friday that Rita Gahagan (guh-HAN') will be suspended from her job for three days. She currently works as a child support clerk in a different department.
University of Wisconsin-Madison student Brittany Zimmermann was killed in April at her apartment. She called 911 as she was being attacked, but Gahagan has said she didn't hear a scream or sounds of a struggle.
Gahagan ended the call after repeatedly asking if there was an emergency and receiving no answer. She didn't call the number back or send police to investigate.
