It's actually very simple. Whenever somebody does something Palinesque, you refer to it in text or email with this:
;-S (WAS :-S, see below for explanation)
Which means, "That is SO Palin".
For example, you are having coffee and you notice somebody honking their horn at a driver one second after the light turns green. You tell somebody about it in your instant messenger or on Twitter and you include the new "That is SO Palin" smiley: :-S.
Although it is very possible that this smiley is in use already, since there is no official authority for smiley reservations, it's safe to say that the proper meaning of this smiley will quickly come to mean, "That is SO Palin."
UPDATE: loophole69 points out it is Filck who gets his tongue stuck, not Ralphie.

UPDATE #2: Gawd, I love the internet. Always have. mswaine says there's a Smiley authority and cites an O'Reilly book. Well, that's not an authority to me (although as someone who has written and published several computer books I can attest to O'Reilly as being the best out there). But the interesting part of mswaine's comment is this:
"It does list your Smiley with the interpretation, 'just made an incoherent statement,' which is sorta like your interpretation. "
