Well, the excrescence who walks as a man, Steny Hoyer, is on the verge of a deal that will allow the phone companies to get off scott free.
The ACLU summarizes the details nicely, there will be a court review, but it's a fig leaf. All the court will determine is whether they got a letter from Bush saying that it was OK, which they did, and if so, no law suits.
Let's be clear, some of this surveillance was used on Bush's political opponents in the US, which is why they are fighting for this. Otherwise, there is no real prospect of jail time.
What you can do: check out Glenn Greenwald (see first link), and give money to the Blue America PAC vs Retroactive Immunity Act Blue page, which has already raised $159,529 in the past 24 hours.
This will be used to target Bush Blue Dogs and Hoyer to get them to stop putting this abomination forward.

The New York Times just came out against the Telco deal.
