I found this here and it references a report here.
It is purporting to discuss an article from the "Family Security Matters" "think tank", which is apparently associated with Dick Cheney. The sounds of the article are classic Dick.
I cannot comment on the sources: neither are familiar to me, but that sort of adds to the interest of this bit, because I tacitly accept that there would be another "think tank" hitherto unnoticed or unsung, that would have some dipshit policy like this with which to sally forth and make the attempt to deliver with the straightest of faces.
However it is filled with hate for America, hate for Democracy, and hate for Arabs, and encourages some very bad things.
There is an article - "Conquering the Drawbacks of Democracy Philip Atkinson Author: Philip Atkinson" - and it's referenced a variety of places on the internet, though a direct reference is apparently hard to find.
The Family Security Matters link is apparently to a secure server and I cannot link directly it. Must be some really good information if they don't want to share it, right?
Nonetheless, thanks to the magic of the Intertubes, a couple salient excerpts are coming right up.

You remember the crap that Richard Perle or Michael Ledeen used to spew: If we just go ahead and have a bloody triumphant war our children will sing great songs about us. Bunch of crazy-assed Neocon nutjobs.
Well they want Bush as a dictator for Life.
Bush should "empty Iraq of Arabs"
If President Bush copied Julius Caesar by ordering his army to empty Iraq of Arabs and repopulate the country with Americans, he would achieve immediate results: popularity with his military; enrichment of America by converting an Arabian Iraq into an American Iraq (therefore turning it from a liability to an asset); and boost American prestiege while terrifying American enemies.
The Inadequacy of Democracy
He also laments that Bush is simply hated by people around the world and implicates the internet as fostering such disrespectful feelings towards our dictatorial saviour.
The author complains that
in 2007 he is generally despised, with many citizens of Western civilization expressing contempt for his person and his policies, sentiments which now abound on the Internet. This rage at President Bush is an inevitable result of the system of government demanded by the people, which is Democracy.
The inadequacy of Democracy, rule by the majority, is undeniable – for it demands adopting ideas because they are popular, rather than because they are wise. This means that any man chosen to act as an agent of the people is placed in an invidious position: if he commits folly because it is popular, then he will be held responsible for the inevitable result. If he refuses to commit folly, then he will be detested by most citizens because he is frustrating their demands.
Well, who hates America more than these people?
Normally I like to be Mr. Snark and lampoon this stuff, but this just borders on Treason.
The author has Freedom of Speech to say whatever he wants.
I have the freedom to suggest this is tantamount to encouraging an overthrow of the USA by even suggesting that we eliminate elections and Democracy.
