Knowing that Senator Feingold will soon be introducing legislation to curtail the domestic spying authority expanded in last summer's FISA Amendments, and that the PATRIOT ACT returns to the table in the fall as parts expire, the 3 letter agencies arrange a 'leak' of a 'classified' report on potential for rightwing extremist violence, in hopes that the constituencies most likely to call for curtailment of their powers will instead rally for maintenance of domestic spying capability.
Note that even with their current powers, the 'report' contains no actual intelligence, just speculation as to what 'factors' 'may' lead to a resurgence of violence from the right.
Will these agencies cut back on surveillance on the likes of me to retarget their resources? Doubtful. Expect demands for more budgeting.
"Free Speech Zones" were enacted in Bill Clinton's Anti-terrorism legislation in the immediate wake of the Oklahoma City bombing. Whose Speech and Assembly rights were actually curtailed?
