Looks like that's all who voted with him though. This is WHY reconciliation is VERY important. Heck Lieberman voted for it!
UPDATE: The budget did pass regardless, Biden was in the Senate just in case.
Also: Looks like Kuchinich was one of those 20 in the house who voted against the budget. I'm assuming, he voted against the military, but still significant nonetheless.
