Here's a translation of K's letter to GC from the original Persian
(translation was done quickly, so feel free to emend!)
"In the Name of the Sublime (Lord)
(To the) Central Committee for the Supervision of the Elections of the Guardian Council
Although in the past two days tens of documented complaints regarding the process of the recent election have been sent by my campaign to the Council, this complaint is also filed as a complement to the previous ones as well as being the final complaint for the cancellation of the result of the election. It is a sad commentary that before investigating the complaints and the issuing of the opinion of the Council in regard to the of the legitimacy of the election , the National Media, by presenting Mr. Ahmadinejad as the president-elect, has issued the final verdict, and has created the false notion that lodging a complaint is futile. Nevertheless, the present complaint is filed and perhaps through the proper decision, the respected Members will stop this errant process.
This complaint comprises 4 sections, beginning with the personal (dis)qualifications of Mr. Ahmadinejad and ends with the manner of tabulation of the votes; however, our main concerns, which at this juncture have negatively affected the result (of the election), are the events that occurred on the election day and the tabulation of the votes.
- Personal Qualifications of Mr. Ahmadinejad
* Article 15 of the constitution enumerates the personal qualifications of the president; at this juncture we will not discuss the degree of religiosity, farsightedness, managerial ability, and wisdom of the mentioned individual, for these may be relative and arguable; however, trustworthiness and piety are two other qualities named for a president and one can mention numerous examples of their violation in the person of Mr. Ahmadinejad. Here, we refer to only a small number of instances of these breaches:
One of the important attestation of trustworthiness is the protection of the national wealth and its expenditure within the legal framework; according to the Government Accountability Office, about 2000 financial misdeeds in the budget of the year 1385, the disappearance of US $1 billion, and tens of other cases--which are not noted due to the fear of repercussions (by Ahmadinejad's camp)--have not been filed, but have been stated orally, are clear examples of this breach of trust.
* The quality of piety cannot be realized without honesty and truthfulness, obvious and clear lies negate this quality. Here, I only refer to those cases which all citizens have heard, e.g. the denial by Mr. Ahmadinejad of his statement about the presence of an aura of light (around his head) in his debate with me, which can be verified through Ayatollah Javadi Amoli; stating that 100 foreign nations have expressed their desire to copy the Iranian model (of government); claiming that "American forces were intent on kidnapping me"; obvious lie about the modification of the definition of employment and unemployment by the previous government stated in the debate with Mr. Rezaie; and finally, his (AN's) claim of not having received complaints from the election candidates regarding the process of election to the Guardian Council, while the Council itself is more familiar with this last falsehood than anyone else.
- Pre-election Misdeeds
The occurrence of numerous misdeeds in the weeks leading to election have left no doubt that we have faced a one-sided election:
* Harnessing the entire financial resources of the state and distribution of the resources among people through official and unofficial means; the use of state institutions such as the Social Security and Assistance Committees, and others with the intent of buying peoples' votes--and worst of all, this act of bribery was committed with the funds from the state and not from the personal account of the candidate (i.e. AN).
* Use of government resources such as the daily papers Kayhan, Iran, etc. in support of Mr. Ahmadinejad and against the other candidates.
* Complete one-sided propaganda by the National TV for Mr. AN which entered the political battle in the last minute in support of Mr. AN; such involvement was unheard-of previously.
* False claims against individuals or state matters during debates, where even one example was sufficient ground for disqualification of any candidate.
- Election Day
Although according to the law, each one of the aforementioned cases was sufficient reason for disqualification of Mr. AN, nonetheless we entered this election with full knowledge of the biases and inequalities; all the polls and evidence indicated that Mr. AN would be a goner and even resorting to these biased and fraudulent actions will not save him. Consequently, the major frauds began on the election day and during tabulation. These fraudulent acts began a day before the election of which a brief account is presented:
* Disconnecting the SMS system and severing of contacts between my campaign workers with the central headquarter for the protection of votes.
* Preventing the issuance and delay in issuance of cards to my representatives to attend polling places by the Interior Ministry under various and illegal pretexts. For example, only a few of 3100 requested cards were granted in Tehran and a number of the cards were issued only on the election day, which are all contrary to the law.
* Expulsion of my representatives during the sealing of the ballot boxes while this (i.e. sealing) normally takes place only under conditions when there are plenty of cast votes before sealing the boxes and the ballot shortage in the early hours of election indicates the necessity of such action.
* Ballot shortage in many voting sites in the early hours of voting is reminiscent of the actions taken in 1376 election in Lurestan province which resulted in having more votes cast than the number of eligible voters.
* Preventing people from voting in the late hours of election is another example of fraud, for unlike in the past elections where hours were extended when people stood in lines to vote, this time they closed the centers quickly; apparently, the fear was that the number of votes cast was higher than the eligible voters.
- Vote Tabulation
* In spite of all these obvious fraudulent actions, our main objection is to the "unreal" tabulation of the ballots. The manner of announcing the results and the ratio of the votes in 9 and 10 steps by the Interior Ministry indicates the existence of a clear and predetermined formula for tabulation of the candidates' votes. Considering the fact that none of the pre-election polls, conducted by the people close to the government, predicted such results and the empirical evidence was contrary to them as well, the daily Kayhan and Fars News Agency had assigned % 60 of the votes for Mr. AN hours before the closing of the polls; these facts leave no doubt about the existence of such a formula. For the first time in recent elections, and contrary to the previous elections, the main candidates did not even receive the majority votes in their home provinces and quarters. Even in 1376 election where Mr. Nategh-Nouri received more votes in the provinces of Mazandaran and Lurestan, his victory in the second province was the result of cheating and the first was natural (he was from Mazandaran). In previous elections most candidates won the highest votes in their home provinces and naturally, this (unusual) result is another "miracle" of the current election.
Finally, I note that the documentations in support of the previous complaints have been filed with the Council.
