The difference in the National Lottery than a state lottery? Make the winnings TAX FREE. Lottery winnings are tax free in Australia and they still generate loads of money.
Using the revenue collected in my home state of Georgia as an example, and then factoring in other states currently offering a lottery would completely fund a national public option for all Americans.

Factor in the 44 states that currently offer a state lottery and the National Healthcare revenue would get the job done.
Creating this lottery as the only tax free lottery would jump start sales.
