Officers said Christopher Alfaro, 24, was driving in a car when he was shot to death by someone in another car by one shot to the head.
Police said Alfaro rammed another car during a road rage battle. They said the other driver started spinning out, and that's when he grabbed his gun and started shooting.
"He fired one shot from his car at the other vehicle driven by Mr. Alfaro," JSO Lt. Larry Schmitt said. "The bullet struck Mr. Alfaro in the head. That car continued to drive southbound on Cassat Avenue until it crashed on Shirley Avenue."
Police said the 38-year-old shooter called them immediately after the shooting. They said he does have a concealed weapons permit.
Apparently, this doesn't happen only in the movies. I'm glad to see that no one was hurt.
Moving on to the Great State of Iowa, land of Marriage Equality, the Wild Rose, the geode and a fantastic state slogan: "Our liberties we prize and our rights we will maintain."
Did I mention that it looks like they'll become the next shall issue conceal carry state? The bills passed both the House and the Senate and has gone to the Governor for that whole "bill being signed into Law" thing but I have yet to see anything about the Governor signing the bill.
What does this mean for Iowa?
Well, if Senate File 2379 (passed by a vote of 85-15 in the House and 44-4 in the Senate) becomes law, look for these changes:
- License period: 5 years, not 1
- Reciprocity with other states who issue concealed carry licenses (like Michigan)
- Any denials would be subject to review (administratively and judicially)
- Prevents the issuing officer from limiting/restricting a carry permit
Now, I didn't want to put this in the list because I'm not sure about the details, but I'll throw it here with that caveat. A shall issue state means the following (usually):
There's a background check.
There's a training requirement.
You get fingerprinted.
You get registered with the state as a CPL holder.
Unless there's a reason to deny you a permit, the issuing department must issue a permit to you.

Under current state law, so-called "long guns" — rifles, shotguns and the like — will remain legal in the domed landmark if they are carried openly, in a non-threatening way.
And, under an exemption approved Tuesday as a part of a new security plan, Texans with a concealed-handgun license will be able to take their pistols into the statehouse as well.

One year ago I posted a diary listing the 66 DEMOCRATIC house members (& 3 senators) that sent Holder/Obama a cease & desist order re AWB reinstatement. I guess these were what you might call blue dogs, rural folks, what we in Texas used to call yellow dog democrats, cause they’d rather vote for a democrat than a yellow dog.
Way back in the good ole daze....rural people used to be pretty dang progressive. Not any more. That puts us 2nd amendment appreciators in a mixed bag re: HCR. Here’s a list of the 28 Dems FOR killing both the AWB & HCR. A more interesting list might be the 38 Dems that voted FOR HCR & against the AWB reinstatement. Guaranteed fun races to watch for political junkies.
