I can tell you with ABSOLUTE certainty that to the average MA voter, the sweetheart deal with labor to prevent "collective bargaining" health plans to come under the effects of the excise tax smell as bad as PEPE LE PEW. The air in Boston may come over Massachusetts Bay but they BREATHE politics, and this is a stench more foul than can be cleaned by any EPA act.
