We can do manned space exploration and send them off planet for one pricetag. & hey, we might get a major diamond source.
Some of them might prefer to go to Mars for iron mining. Put it in the NASA budget, ship 'em out & take a mere 0.0001% of their profits when they get back w/the loot. If that's too punitive they can take their busines to Saturn!
But Jupiter's moons could be full of resources to be plumbed. Methane lakes, possible natural gas resources, maybe oil!
