Harry Reid is the person standing in the way of the Senate doing anything. He could change the 55 cloture rule or call the Republican's bluff on a filibuster that would eventually fail.
The 60 vote cloture rule is not in the constitution. It is not in law. It is in the minds of the literally tradition-bound senators. It can be changed. If it were 55 instead of 60, think of what could be accomplished! But Harry Reid won't change it because he doesn't have the courage. He is the worst leader the Democrats could have right now. If the 60 vote rule must stand, then let the Republicans filibuster. As Doris Kearns Goodwin pointed out, the Republican filibuster of the Civil Rights Act collapsed after 57 days. Let's do that again, as many times as necessary.
