My guess is that Bush, knowing he wasn't going to get a wingnut, instead chose to get another justice with corporate sympathies. If he can't protect the part of his base without money (the fundies) he'll protect the part with money (corporate America).
I will note that her major in mathematics is interesting-- it is likely she understands the scientific method, and is pretty firmly routed in reality, a rarity among Bush cronies.

OK, Anne Richards. Got any staff people who interacted with her? What were her priorities? Was it all business, or were there political shenanigans (i.e. claiming all the "W" keys were removed from keyboards).

What did she do to clean it up. How did she vote on the commission? Background on those issues. Was it personnel (i.e. cronyism, Brownies running the Lottery), was it incompetence? How does she feel about governmental incompetence (have a feeling that could be an issue someday...)
