I am not a lawyer, and so I am not aware of what the law is regarding 'Election Fraud or Sabotage of Election Equipment.'
I think that there should be a law making the sabotage of election equipment, vote counting equipment, any process that counts, tabulates or processes ballots, or creating software with 'backdoors' that would allow fraud, a federal crime, with states specifically encouraged to create and enforce similar, or even stricter election laws.
The punishment should be a fine equal to the 'Whistleblower Reward' and 25 years to life along with a fine equal to the 'whistleblower reward' in a maximum security prison for each count. No parole and no 'tennis club' prisons. No bankruptcy could wipe out the fine.
Corporations that allow weaknesses in their software after being made aware of the weakness should have their corporate certificate lifted and banned from doing election business. The CEO and board members should be individually held responsible as if they were conspirators with the resulting fine and prison punishments. Every machine that was manipulated would be a count and therefore a multiplier of the fine.
Placing their software in trust with the Attorney Generals offices of the US and every State where they sell their equipment or making it 'Open Source" would be a requirement for doing business with any State. No 'Trade Secrets' law may be used to prevent the academic and NIST review of software, the voting equipment, or audits of election results.
Failure to do an honest certification would be another count with the same penalties.
Conspiracy to commit election fraud should be a second count with the same punishment.
Failure to report any information recieved, even if you were not sure it was true, regarding election fraud should be another count with the same punishment.
Publically reporting information to the US Attorney Generals office, the Human Rights Commission, Judicial Watch, and The Carter Center would be a positive defense.
Failure to report publically and act on information recieved would make the Attoneys General subject to another count.
There should be a 'whistleblower' law that offers a reward of 10 million dollars (with adjustments for inflation made the year before any federal election) for information leading to the arrest and conviction of anyone commiting the above crimes.
The law should set up a website where reports could be made, a national 800 number, and a mail-in reporting form available at any post office with free franking (mailing). The law should also create a one page summary of the law and another page with ways to report violations that must be signed by every election worker or voulunteer and retained by the local election authority.
A law similar to this would make election fraud in the US a very risky business with a huge downside risk for any participant who does not report the others along with a hefty reward for turning in election fraud information.
People who commit election fraud are TRAITORS to the Constitution and Bill of Rights. They should go away for a long long time. They should be pursued if they run to foreign countries.
I am sure that there are many improvements to the language here that would be required, but a law like this would definitely be a big deterrent to election fraud. Free, fair, auditable elections are the lifes blood of democracy and we should scare the hell out of anybody who contemplates being a TRAITOR and hang them up to dry for all to see.
