Actively refusing to regulate or mind the store counts as responsibility --not to mention setting the tone for neutering the government. And besides, isn't taking responsibility the theme song of the Republican party? Except when something happens and youi need to punish the culprit.
Nest to Bush, of course, the main culprit is that matchless Texas financial industry whore, Phil Gramm. Hand in glove with his lovely wife Wendy, good old Phil pushed through the Commodities Fiutures restructuring bill that made it possible for the banks and insurance and brokerage companies to trade derivitives with gay abandon and nuclear results.
