Though House Bill 195 was intended to make it easier to track the sales of stolen goods by giving police a paper trail to follow. As such, lawmakers have required second-hand sales be made with credit cards, paper checks, electronic transfer or money orders.

So let me get this straight.
If you have a bake sale at a church rummage sale, the bake sale is legal but the rummage sale is a bust?

Then there's Herman Cain's 9-9-9 tax plan,which calls for a 9% tax on poor people's FOOD...but not used goods.
Which means that poor people, to avoid the tax, would have to buy used food.
So therefore, in Louisiana, it would be illegal to sell puke or shit unless you pay for it with a check.
