This occurred at one of the drive-up recall signing locations. (I've seen these driving through Madison - some people set up by the curb of a fairly popular city street that allows side parking, and anyone who sees their banners and wants to sign the petition can pull over to stop at the curb and sign right from their car and then merge back into traffic when they're done.)
A driver pulled up. As usual, the volunteers handed the clipboard with the petition paper on it over to the driver. Instead of signing it, the driver tore it up and drove off. Each page has space for up to 10 signatures, and this one had 3 previously existing signatures already on it when the driver tore it up, which is why it's a felony to do so (had it been blank I'm not sure if it would have been a felony - but what makes it a felony is the destruction of the previous people's signatures on the page.)
The driver pulled away and apparently the circulators got the license plate number and passed the information on to the Madison city police. I don't know yet if anything will be done about it or if charges will be pressed (so far the driver has not been found), but keep in mind that the Madison city police were marching with the protesters back in February and March so they might have incentive to actually pursue this.
Not much more to say other than that's pretty disgusting.
