This same officer Lewton was involved in another instance where use of force was not only questioned but reprimanded.
Frashour shot Campbell after other officers had talked the suicidal man, who was despondent over his brother's death, into walking out of his girlfriend's Northeast Portland apartment. Campbell came out walking backward with his hands behind his head. Police Officer Ryan Lewton, who said Campbell ignored his commands to put his hands in the air, shot him with six beanbag rounds before Frashour's lethal shot.
Frashour thought Campbell was digging for a gun in the back of his waistband while running toward the apartments.
The chief issued two-week unpaid suspensions to Lewton, Sgt. Liani Reyna and Sgt. John Birkinbine.
He called Lewton's use of a beanbag shotgun unjustified since Campbell's actions did not rise to "aggressive physical resistance." Lewton said he fired the less lethal shots to get Campbell to comply with his commands, but internal affairs asked Lewton how firing beanbag rounds would get him to put his hands up. "When you decided to fire the less lethal, Campbell had not exhibited any violent behavior," the chief wrote. "Campbell only ran after being fired upon by you with less lethal."
