To elaborate: mature economies, with fully-developed domestic consumer markets, can control inflation by modulating monetary policy. Developing economies, essentially dependent on foreign markets for growth - well, for everything, really... I believe the vernacular is "SOL". There is some lag, as the primary slowdown in consumer countries works its way up the supply chain. But then kaboom. Monetary policy has an effect, but it's damped down.
