Recapping yesterday's action:
As is typical on a Tuesday, there's not much to say about what the House did yesterday. In keeping with the usual practice, the first session day of the week was used for non-controversial items being considered under suspension of the rules.
In the Senate, a failed cloture vote on the motion to proceed to a bill to extend sanctions against the government of Burma. Seriously! Burma!
So why is this happening? Well, because they also want to use the bill to tack on FEMA money for the various recent disasters, and that's making Republicans cranky.
Looking ahead to today:
The House today takes up what appears to be a combination bill extending both surface transportation and FAA authorizations. Not sure for how long, since the text of the bill isn't available on THOMAS, yet. But they're voting on it tomorrow, nonetheless. "Read the bill," FTW!
Next up after that, completion of the "Empowering Parents through Quality Charter Schools Act." Biff! Bam! Empow!
The Senate, for its part, now has to double back and continue consideration of the motion to... proceed to consideration of... the Burma bill. Which is set to become the Burma/FEMA bill.

Following any Leader remarks, the Senate will be in a period of morning business for one hour with Senators permitted to speak therein for up to 10 minutes each with the Majority controlling the first half and the Republicans controlling the final half.
Following morning business, the Senate will resume consideration of the motion to proceed to H.J.Res.66, a joint resolution regarding Burma Sanctions and the expected legislative vehicle for additional FEMA funds.
The Senate will recess from 12:30pm until 2:15pm to allow for the weekly caucus meetings.
