No, not Connecticut and New Connecticut, Counter Terrorism and Continued Training. The two CTs from the President's address tonight from Bagram. Jed referred to it as "training and anti-terrorism", which is more open ended and quite a bit different than what the remarks say. Quick refresher:
Counter Insurgency: Advocated heavily by Gen McChrystal, this involves winning over the populous and places a premium on protecting civilian life. Results are generally positive but take a decade (or more) or an unpredictable shift in attitudes (see Uprising, Sunni).
Counter Terrorism: Advocated heavily by Vice President Biden, this involves shooting AQ targets when they show up. Like Whack-A-Mole, but with Reapers and people instead of foam mallets and plastic animals.
This is a Big Biden Deal, and indicates a fundamental strategic shift in how we conduct things. The "Continued Training" aspect may be more open ended, but typically it doesn't involve battalions doing combat patrols.
