Mitt Romney is making the rounds with Louisiana's Governor Bobby Jindal and Mississippi Governor Phil Bryant looking at the aftermath of a temporary rise in the sea levels caused by Hurricane Issac, along with 30 inches of rain that deluged the Gulf region.
My first impression of Romney's question in the excerpt below was as a dud joke, even including that in the title. Then I re-read it, and now I'm not so sure. So I edited the title and text and added a poll asking readers if it was a serious question. After making those changes I re-published the post.

“I appreciate the chance to be here,” Romney replied. “I have a lot of questions for you.” The two then discussed evacuation procedures and the contributions of the Red Cross, Salvation Army and other organizations. “Did the water come from the sky, or the rivers, or the ocean?” Romney asked. Jindal’s response was not audible to reporters.
Residents of the Gulf must be wincing after hearing Romney 's question. After all the question of whether the water that damages your home came from the sea or the sky is of GREAT interest to your insurance company, and can determine if you're covered for water damages.
In his convention speech last night Mitt ridiculed the idea that human activity could affect sea levels. From Salon:

Mitt Romney had basically one laugh line in his speech. And it was, of course, disgusting.
President Obama promised to begin to slow the rise of the oceans and heal the planet. [Pause. Laughter.] MY promise … is to help you and your family.
STUPID CHAIR, YOU CAN’T FIX OCEANS.
So Romney will only promise to help you and your family. Unless you and your family will be affected by climate change, I guess. Then no, probably no help.
In 2012 this is beyond pathetic.
