ALEC task force members can bring legislation before their task force for consideration; usually this is our legislative members.
Since ALEC is a legislative organization our state legislators take the lead on proposing legislation and only the public sector votes to adopt legislation as ALEC policy. We are a private organization
ALEC meetings are designed for legislative members to learn from each other as well as policy experts representing a variety of current issue areas that affect our citizens and our economy.
The ALEC members make you think that it’s just a get together of state legislators to talk about things and share legislation among state legislators – Right????

I took some time and looked through the documents (ALEC Task Force meeting agendas and minutes) found at Common Cause to support their documentation to the IRS requesting that the 501c3 status of the American Legislative Exchange Council (ALEC) be revoked.
And below is what you will find in those documents.
Grab a pot of coffee, a cup and a pound cake – because I did not skimp on presenting you information.
Below is the information from about one-half of the documents on Common Cause. I did that for a reason – because you need to know the truth – the whole truth and nothing but the truth. The information is "cut and pasted", just like ALEC model legislation - direct from ALEC meeting documents.
I will not make a comment after the intro – just read and gag – like I did.
I did not want to interpret the material for you – I wanted you to see it with your own eyes.
I did not want you to think I cut and chose just certain things - just to make my point - I gave you the whole enchilada.
I only ask you to carefully look at the legislation I have pulled and pay attention to the sponsors of that legislation.
It is important to know who is writing the legislation that ALEC legislators introduce in your state.
AND THEN ask yourself – WHO does ALEC “model” legislation really represent – state legislators or ALEC Corporate Profit/Nonprofit Sector Members?

The “safe harbor program” would provide employers in compliance with some relief from liability in employment dispute litigation. Members are encouraged to offer any suggestions for consideration in fine-tuning this draft.

NetChoice’s Steve DelBianco, presented on and introduced the Travel Agent Tax Fairness Act. Expedia’s Brent Thompson and Tax Foundation’s Joe Henchman also spoke to the Task Force concerning the proposed model legislation. The Task Force discussed the proposed model bill, with Rep. Ed Emery making a motion to amend the proposed model bill but subsequently withdrawing the amendment. A final vote was held on the proposed model bill, whereupon it passed both the private and public sector without opposition.
IPI’s Bartlett Cleland spoke to the Task Force regarding current FCC plans to re-classify broadband Internet as “telecommunications services,” and Rep. Phil Montgomery introduced and spoke on behalf of the proposed ALEC Broadband Regulation Resolution. The Task Force debated the resolution. After a motion was made and passed to end debate, a final vote was called. The proposed resolution was passed by both the public and private sectors.

Kelly William Cobb of Americans for Tax Reform and the Task Force’s Model Legislation Review Working Group offered three motions to strike: 1) the Resolution on MFJ Restrictions on Manufacturing and IntraLATA Information Services, 2) the Resolution in Favor of Unrestricted Caller*ID, and 3) the Resolution Lifting the MFJ Restriction on Long Distance Services. After Mr. Cobb’s presentation, there was no further discussion. Then, Mr. Cobb moved and was seconded to consider the three motions on one vote. Both public and private sectors voted unanimously to approve the motions to strike the model resolutions.
Mark Elliott of the U.S. Chamber of Commerce offered a Resolution in Support of Federal Efforts to Address Rogue Internet Sites that Sell Counterfeit Products and Facilitate Digital Theft that was dually referred from the International Relations Task Force. After Mr. Elliott’s presentation, there was discussion. Will Castleberry of AOL moved to amend the resolution by striking and adding language. Then, Wayne Fonteix of AT&T offered an amendment to Mr. Castleberry’s amendment striking some language, which Mr. Castleberry accepted. Prior to the conclusion of discussion on the amendment, Walter White of Verizon moved to table the underlying resolution. There was no discussion on the motion to table. The private sector voted 19-1 in favor of the motion to table, but the public sector voted only 5-9 in favor; thus, the motion to table failed. The Task Force then proceeded with a vote on the motion to amend by Mr. Castleberry, which was adopted by the private sector 8-1 in favor and by the public sector 19-3 in favor. On final passage of the resolution as amended, the public sector voted 17-1 in favor of the resolution, but the private sector voted 8-8 in favor; thus, the resolution failed on final passage because it failed to achieve a majority of support from the private sector.

Education Task Force members considered the A-Plus Literacy Act, sponsored by Dr. Matthew Ladner of the Goldwater Institute. After discussion, the legislation passed both the public sector and the private sector unanimously. The A-Plus Literacy Act was approved.
Education Task Force members considered amendments to ALEC’s Open Enrollment Act, sponsored by Ben DeGrow of the Independence Institute. After discussion, the amendments passed both the public sector and the private sector unanimously. The amendments to ALEC’s Open Enrollment Act were approved.
Education Task Force members considered the Resolution in Support of Private Sector Colleges and Universities, sponsored by Melissa Garrett of Bridgepoint Education. After discussion, the resolution passed both the public sector and the private sector unanimously. The Resolution in Support of Private Sector Colleges and Universities was approved.
